CPSC Expansion of Regulated Phthalates

The CPSC has proposed a new safety standard for phthalates in children’s toys and childcare articles. Since 2012, the CPSC has required toys and childcare articles to be third-party tested for DEHP, DBP, BBP, DINP, DIDP, and DnOP. The Chronic Hazard Advisory Panel (CHAP) continually researches phthalates and recommended an expansion of the current listing, which the CPSC has approved. The new proposed phthalate rule would expand this list to include a permanent ban on the following: DIBP, DPENP, DHEXP, DCHP, and DINP (which was previously banned on an interim basis). The allowable limit for these phthalates is 0.1 percent. The CPSC is currently in comment period for the new standard, which closes on March 16, 2015. www.regulations.gov

SB 1019 is Effective

Senate Bill (SB) 1019 came into effect on January 1, 2015. SB 1019 requires foam & upholstered items to be labeled for the presence/absence of flame retardant chemicals. The requirement applies to any furniture sold in California and that is also required to meet Technical Bulletin 117-2013, Test Procedures and Apparatus for Testing the Smolder Resistance of Materials Used in Upholstered Furniture.
