Phthalates Added to RoHS Annex II

The European Commission (EC) plans to add four phthalates to the list of restricted substances under Restriction of Hazardous Substances Directive 2011/65/EU (RoHS). The four phthalates include DEHP, BBP, DBP, and DIBP, and the limit for each is set to be 0.1%. The directive is set to be effective on July 22, 2019 for electrical and electronic components. For medical devices, monitoring, and control instruments the effective date is July 22, 2021.

BPA Added to California Proposition 65

In April 2013 Bisphenol A (BPA) was delisted from California Proposition 65. However, on May 11, 2015 the California Office of Environmental Health Hazard Assessment (OEHHA) decided to add BPA to the list of chemicals known to cause cancer or reproductive toxicity. Manufactures have until May 11, 2016 to comply.

Minnesota Bans Flame Retardant Chemicals

Minnesota is following suit to several other US states that already have regulations in place regarding the use of flame retardant chemicals in children’s products and upholstered furniture. On May 16, 2015 the state enacted a bill (SF 1215) that will ban the use of tris (2-chloroethyl) phosphate (TCEP), tris (1,3-dichloro-2-propyl) phosphate (TDCPP), decabromodiphenyl ether (decaBDE), hexabromocyclododecane (HBCD/HBCDD). By July 1, 2018 manufacturers are required to discontinue selling products that contain these chemicals. The bill also indicates that manufacturers are prohibited from replacing with a substitute that “have been designated as a chemical of high concern”.
