Toy Safety Regulations

Toy Safety Testing to ASTM F963-11

On June 12, 2012 ASTM F963-11 “Standard Consumer Safety Specification for Toy Safety” became effective as a federal requirement for toy safety testing. This is the revised edition of ASTM F963-08 and includes some changes and additions. Some of those include the following:

  • Heavy metal testing in toy substrates
  • Composite testing
  • Bath toy projections
  • Jaw entrapment
  • Toys with spherical ends
  • Stability of ride-on toys
  • Squeeze toys attached to rings
  • Use of cords, straps, or elastics
  • Packaging film
  • Yo-yo tether balls

ATS testing lab is accredited to perform toy safety testing under the new requirement. Shortly after the enactment of the Consumer Product Safety Commission Improvement Act (CPSIA) of 2008, our lab received accreditation to perform toy safety testing to ASTM F963-08. Therefore, ATS has a great deal of experience when it comes to testing and certifying toy safety.
