Prop 65 Testing Lab
Applied Technical Services’ Prop 65 testing lab provides services for businesses seeking to comply with the California law.
What is Proposition 65?
Proposition 65, or the Safe Water and Toxic Enforcement Act of 1986 is California law designed to increase transparency between California companies and residents. The law protects California water sources from contaminants that cause reproductive harm, birth defects, and cancer and requires businesses to inform the public of the presence and potential risks of such chemicals.
Proposition 65 Chemicals
Over 900 chemicals are listed by Proposition 65, including naturally occurring and synthetic materials used in food, drugs, household products, and pesticides. The list is legally required to be updated annually to include new chemicals. Chemicals are added to the Prop 65 list for the following reasons.
Labor Code
The World Health Organization’s International Agency for Research on Cancer (IARC) adds cancer-causing chemicals to the list.
State’s Qualified Experts
The Carcinogen Identification Committee (CIC) or Developmental and Reproductive Toxic Identification Committee (DARTIC) add chemicals to Prop 65 after confirming that the chemical causes reproductive harm, birth defects, and cancer.
Authoritative Bodies
The following organizations are recognized as “authoritative bodies” by the CIC and DARTIC.
- US Environmental Protection Agency
- US Food and Drug Administration
- National Institute for Occupational Safety and Health
- National Toxicology Program of US Department of Health and Human Services
- World Health Organization’s International Agency for Research on Cancer (IARC)
These organizations are qualified to make additions to list of dangerous chemicals under Prop 65.

Understanding Prop 65 Warnings
Products and businesses display labels to warn consumers of potential exposure to harmful chemicals. The warnings are required by law unless the exposure to chemicals isn’t significant enough to cause harm. The following products have Prop 65 labels.
