Philadelphia’s Façade Inspection Laws
Philadelphia requires that buildings more than six stories tall or with an appurtenance higher than 60 feet undergo façade inspections within 10 years of their construction and every 5 years following that. The ordinance classifies inspected buildings as safe, safe with a repair and maintenance program (SWARMP), and unsafe. Buildings given the SWARMP label must undergo repairs before the next inspection cycle, otherwise they’ll be deemed unsafe.
