Applied Technical Services is a CPSC accredited lab that provides toy safety testing and children’s product certification in accordance with the governing industry standard for consumer safety, ASTM F963-11.

Section 106 of the Consumer Product Safety Improvement Act (CPSIA) of 2008 requires toy safety testing which is the “Standard Consumer Safety Specification for Toy Safety”. This requirement applies to all products that are imported into and manufactured in the United States and that are intended for children 12 years of age and younger. ASTM F963-11 has several sections which address the mechanical hazards testing of toys along with the analysis of toxic elements. A large portion of the toy safety testing requires simulated use and misuse of a toy as though the child is playing with it to determine if any hazards present themselves. Other sections address the presence of chemicals in toys such as lead and other heavy metals. The applicable testing is determined based on the toyโ€™s design and age grade.

ASTM F963-11 Areas of Certification & Testing

Key areas of testing and certification to ASTM F963-11 include the following, but are not limited to:

  • Soluble (Heavy) Metals Analysis
  • Small Parts Testing
  • Sharp Point Testing
  • Sharp Edge Testing
  • Magnet Testing
  • Strangulation Hazard Assessment
  • Seam Testing
  • Flammability Testing
  • Product Labeling

We perform each of the above testing methods in our Marietta Lab, which maintains ISO 9001:2015 registration for quality management, according to the 2011, 2016, and 2017 versions of this standard. Furthermore, ATS is accredited by the Consumer Product Safety Commission (CPSC) to perform testing in accordance with ASTM F963-11. Our lab identification number with the CPSC is 1030. Our consumer product testing lab is also ISO/IEC 17025:2017 (A2LA) accredited to perform a variety of toy testing methods according to the newest version of this standard.
